Pendants
Pendants can be obtained from the L2 Store or by opening a Pendant Pack from a Treasure Chest Western Winds. You can apply a pendant to the hair accessory listed above by talking with Moe in the Town of giran.

Enchanting
You can enchant a hair accessory with 
Scroll: Enchant Hair Accessory. Depending on the Hair Accessory, the enchant will give
1 P.Def and/or 2 M. Def. Can safetly be enchanted to +3. Any enchant past +3 will give double the stats.
Augmenting
Hair Accessory can be augmented with 
Life Stone: Hair Accessory.
